ACGF is recruiting for the position of the Matching Grants Operations Manager (f/m/d) managing our MG teams located in Germany and Afghanistan.

 The successful candidate may work remotely on a permanent basis if the time zone provides a sufficient overlap with German and Afghan working hours.

 


1. Background


ACGF – Afghan Credit Guarantee Foundation is a charitable foundation with headquarters in Cologne, Germany and an office in Berlin. ACGF was founded in September 2014 by the German Federal Ministry for Economic Cooperation and Development (BMZ) and DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH (a member of the KFW Group). ACGF is further supported with funds provided by the World Bank via the Afghan Government.

 

ACGF's mission in the area of Development Finance is to improve access to finance for Small and Medium Enterprises (SMEs) in Afghanistan by providing credit guarantees and related technical assistance to Partner Institutions (PIs) – banks, micro-finance and micro-deposit institutions. ACGF implements its mandate by providing partial credit guarantees to Afghan financial institutions for loans extended to Afghan SMEs. Likewise, ACGF provides comprehensive related technical assistance (TA) to its PIs in order to establish and develop best practice SME lending capacity. Besides the provision of credit guarantees and technical assistance, as an additional field of business, ACGF will provide Matching Grants (MGs) to eligible SMEs in Afghanistan in the near future based on respective funding received from World Bank/Afghan Ministry of Finance and KfW group.

ACGF is closely working with its Afghan subsidiary SME Client Support Afghanistan LLC (SCSA) based in Kabul, Mazar-i-Sharif and Herat. Further offices in two major economic centres are planned to be established soon. ACGF and SCSA in total will have around 100 staff members until end of 2021, supported by external consultants.

 


2. Purpose of the position


ACGF has recently added MGs as a product line to its range of services. The underlying donor funding has been committed long-term and is aimed at supporting Afghan SMEs in coping with the economic impact of COVID-19, protecting local employment and preventing / reducing potential spill-over effects of the crisis to the Afghan financial sector.

 

Under the MG operations, the five big Afghan economic centres Kabul, Mazar-e-Sharif, Jalalabad, Herat and Kandahar will be covered. For implementation, ACGF has created a Matching Grants Department in its Cologne-based head office, which is in charge of program execution. For local implementation, AGCF’s subsidiary SCSA has built up the respective operations teams. The Matching Grants Operations Manager will oversee both teams (total headcount > 50) and will be accountable for the implementation and performance of ACGF’s Matching Grants Program. The Head of MGs Program will have a direct reporting line to the CEO of ACGF.

 


 3. Duties and Responsibilities


  • Overseeing the execution of the Matching Grants operations, including respective staff management, department performance and output responsibility.
  • Ensuring the daily coordination with the Kabul-based MG Department (SCSA)
  • Ensuring adequate local and international staff capacities for grant processing and disbursement.
  • Encouraging, motivating, training and developing staff of the MG Departments
  • Developing and executing the MG communications & outreach plan to Afghan SMEs
  • Monitoring and overseeing the utilization of the MGs for the intended purpose
  • Implementing, operating and maintaining the MG programs in conformity with sound financial and business practices and in compliance with the respective operation manuals
  • Owning and updating the MG Operations Manual and other required implementation guidelines for the MG Department, incl. essential forms
  • Owning and implementing project management standards, governance and compliance arrangements as well as risk mitigation mechanisms in coordination with ACGF Risk Department.
  • Developing annual workplans and budgets
  • Ensuring compliance with AML, CTL and E&S standards
  • Serve as main counterpart for MG operations for participating Afghan Partner Banks, funders and other stakeholders
  • Preparing regular reports about the program status for stakeholders and top management
  • Regularly travelling to Afghanistan in order to coordinate intensively with the local MG staff (if security and health travel restrictions allow)

 


4. Requirements


  • University degree, preferably in economics, business, finance, or other related academic fields
  • Minimum of ten years working experience in project management in the financial sector, specifically in SME finance
  • Proven people management skills; able to lead and motivate cross-cultural teams to deliver the required results (at least 5 years’ experience as Team Leader)
  • Excellent project management and very good analytical skills
  • Excellent communication skills (oral and in writing), being able to communicate effectively and diplomatically with a wide range of contacts
  • Capacity to produce clear and concise reports
  • Advanced knowledge of MS Office applications
  • Excellent command of English language (orally and in writing)
  • Commitment to and sincere interest in the philosophy and goals of development cooperation
  • Willingness to travel to Afghanistan regularly (if travel restrictions allow)
  • Previous working exposure to Afghanistan and or track-record in managing matching grants programs in developing countries are considered a plus
